ASEAN SUMMIT

Asean right body punishes no violator

The Asean human right body, to be set up by next summit late this year, would be a catalyst to expand human right space for people in the region, rather hand a tough body to punish right violators, an Asean official said Saturday.

Term of reference (TOR) prepared by High Level Panel on the Asean Human rights body tried to balance elements of right promotion and protection, said chairman of the panel Sihasak Phuangketkeow.

The TOR so far gave no tooth to the body to condemn, investigative and punish any human right violator in member countries of the Asean such as notorious junta-ruled Burma.

"We are talking about prevention of human right violation. I see condemnation make no difference. We avoid the shaming game," Sihasak said.
