The committee investigative panel, led by member Saowanee Asawaroj, recommended limiting prosecutions to suspects directly involved, and not their political overseers, the source said.
The case stems from a loan extended by state-controlled Krung Thai Bank and a real-estate developer. In indicting Thaksin, the panel said it found cause to suspect abuse of power in the loan approval.
In a related development, an investigation has reviewed defence rebuttals in the rubber saplings case.
It will forward its recommendations for final review by the panel before deciding whether to prosecute all 90 suspects, including the Thaksin Cabinet, which gave a green light to the deal. The Nation

Whips to embarrass absent MPsCoalition whips threatened yesterday to release the names of MPs who miss parliamentary sessions in a bid to prevent lawmakers skipping their legislative duties.
"The whips debated several measures, such as posting the names for social sanction, to avoid the repeat of lacking a quorum," whip spokesman Sukhum Ngonkham said.
In discussion on another agenda, the meeting resolved to cap the number of whips at 65, he said.
It agreed the whips would comprise three or four Cabinet members, two MPs from each of the coalition parties, one MP from each of the House panels, and experts nominated by coalition partners.
