"We have yet to reach a conclusion because the supplier has given conflicting information. Intention will count in deciding if a person should be held responsible," panel chairman Nam Yimyaem said.
The scandal dealt a big blow to the country because many investigations revealed the Bangkok Metropolitan Administration (BMA) had to pay an inflated price for the vehicles.
AEC panel has already implicated many current and former officials, including former Bangkok governor and now People Power Party leader, Samak Sundaravej, on grounds of corruption.
Samak has professed innocence and asked the AEC panel to question more witnesses.
"We will question six more witnesses on Thursday," Nam said.
