Currently, there are 1,200 vendors applying for the cooperative's membership - a key condition for vendors who will be allowed to resume their business on footpaths along the Padung Krung Kasem Canal in the heart of Bangkok.
For decades, their stalls had done brisk business and were collectively called Bo Bae Market.
However, Bangkok Metropolitan Administration (BMA) has demanded the footpath be returned to pedestrians.
That demand led to a clash between police officers and vendors, who complained of losing their livelihood.
To help the vendors, relevant parties have agreed to conduct a feasibility study to relocate the Bo Bae Market underground. The Royal Household Bureau's Grand Chamberlain Khwankeo Vajarodaya proposed the idea.
Pending the results of the feasibility study, the BMA will allow the vendors to run their stalls on a onemetrewide stretch along the threemetrewide footpath.
"The trade may resume as early as December 9," Bangkok Governor Apirak Kosayodhin said Wednesday.
