Court dismisses Kowit's plea

The Central Administrative Court yesterday dropped a complaint lodged by former police chief Kowit Watana against the prime minister for unlawfully transferring him to an inactive civilian post.

It said the case was unlikely to yield any further result after an earlier ruling that the PM's order was invalid.

Quorum chief judge Adul Jansak said Kowit had benefited fully from an earlier court verdict invalidating PM's Office Ministry Order 25/BE2550 by Prime Minister Surayud Chulanont to transfer Kowit out of the Royal Thai Police.

The judge said there was no use for Kowit to seek to have the subsequent PM's Office Ministry Order 122/BE2550 that appointed Kowit as an adviser on internal security to the Cabinet invalidated, after the initial order was ordered invalid. Kowit's lawyer Narin Wongthai said he would appeal the decision in order to set a standard for politicians, whether elected or appointed, that they should strictly follow laws governing transfers of permanent officials.
