Expropriation proposal

The tripartite committee dealing with noise pollution at Suvarnabhumi Airport has proposed an executive decree to expropriate affected properties.

"Such a decree would allow reimbursement from the government budget for the expropriation. However, we need a thorough study on what the government would do with the land. In any case, this would need the consent of all three parties," Transport permanent secretary Chaisawat Kittipornpaibul, chairman of the committee, said after its first meeting yesterday.

The expropriation proposal, as suggested by Deputy Transport Minister Sansern Wongcha-um, will be forwarded to the Cabinet for approval, he said.

The first meeting, with representatives from the ministry, Airports of Thailand (AOT, which operates the airport) and residents saw no agreement made, and more will be held until resolutions are reached, he said.

Wanchart Manathamsombat, a resident representative, said he was quite satisfied with the progress of the discussions, because the government had shown sincerity.

"However, there are no resolutions, as the information from the residents and AOT on the degree of the problems conflict. This will be addressed in future meetings," he said.
