
Suthiphon outlined to the EC the outcome of his Thursday's talks with a team of European Union (EU) representatives.
"It is now clear that the EU-proposed memorandum of understanding(MoU) is negotiable and that it is a pre-requisite to activate the monitoring by the EOM," he said.
He said at this juncture it was still uncertain whether the EC would agree to sign the MoU.
EC member Sumeth Upanisakorn said he has yet to form an opinion on the MoU.
"I still have doubts about the merits of the MoU, although I understand that many want foreign observers to check on the balloting," he said.
He said the EC had sufficient time to finalise its decision before it replied on the issue, two months ahead of the December polls.
