Charter 'will promote greater rights, liberties'

The 2007 Constitution will help reform the legal and judicial system so that people enjoy greater rights and liberty, Justice Minister Charnchai Likhitjittha said yesterday.

The minister spoke at a national seminar on judicial work at Impact Muang Thong Thani in Bangkok.

Charnchai said the new Constitution would also prescribe a clear system to keep judges, public prosecutors and police officers in check.

Speaking at the seminar, Prime Minister Surayud Chulanont said the ongoing effort to overhaul the police was also part of the plan to reform the judicial system, and he expected reform of the force to be completed during his government's term.

Surayud called on all sectors in the country to uphold justice because injustice was "the root of all ongoing problems in society".

Pol Maj-General Chatchawal Suksomjit, deputy commissioner of the Office of Legal Affairs, said the police force was also reforming itself for greater efficiency. More members of the Bar Association had been recruited as investigators, and forensic science now had a greater role in police investigations.

"If the government sees improvement in the police force as something important, it should also think about higher pay for police investigators," he said, adding that police pay was far lower than that of other judicial officials.
