The committee is chaired by deputy city clerk Phichai Chaiphojphanich, who will report directly to Apirak and indirectly to the Office of the Auditor General.
Apirak said the panel was charged with fact-finding and would recommend indictment against any Bangkok Metropolitan Administration (BMA) officials found guilty of having benefited from the Bt9.58 billion contracts.
The committee would also look into an alleged altered conditions in the contracts that caused the BMA to lose Bt21 million with no benefits.
News reports said four retired senior BMA officials and a former Bangkok governor were found to have benefited unfairly or probably illegally from the contracts.
