"To be more professional, transparency and independent administration are needed at each university. The councils must work in accordance with Article 36 of the Education Act, which gives priority to the independence and identity of universities," the minister said.
"More cases in the Administrative Court tells us that improvement is needed in university councils. Committees to inspect and assess the performance of the councils are also needed," he said.
University councils have been in the spotlight over the past several years due to an ongoing controversial change in the structure of Thai universities to make them more self-regulating.
Four universities are already self-regulating: Mahidol University, Taksin University, Chulalongkorn University and King Mongkut's University of Technology North Bangkok.
The remaining universities are witnessing heated debate over whether to follow suit, with the university councils being the decision-makers in this scheme.
