Damage to govt property could spark 'emergency'

A state of emergency will not be declared unless government property is destroyed or set on fire in the event of clashes between pro- and anti-government movements today, an intelligence source said yesterday.

If a state of emergency is declared, curfews could be imposed immediately and arrests of those involved made without criminal charges filed against them, the source said.

The road network around Government House is likely to be closed today except for a section of Rama V Road, which will serve as the only access for officials working there and the media.

Gate 7 at Government House will be used as the only entrance today and Gate 6 as the only exit.

Deputy Prime Minister and Justice Minister Chidchai Vanasatidya said earlier that members of the pro-government rally had promised they would not move further into the city from their current position at Chatuchak Park and Mor Chit II bus terminal.

He said those joining the anti-government rally would be allowed to stay outside Government House as long as they did not break any law - and the demonstration does not block traffic flow. A Government House source said the total number of police officers mobilised throughout Bangkok to handle security measures has reached nearly 5,000, apart from another 1,000 stationed at Government House with 15 anti-riot dogs. Another 1,426 officers are in a back-up force.

Metropolitan police spokesman Pol Colonel Phinit Maneerat called on anti-government protesters to walk on the sidewalks when they march to Government House this morning. He said heavy traffic congestion in nearby streets and on the Thon Buri side of Bangkok would occur even if only one traffic lane on any road was used by demonstrators.

Army commander General Sonthi Bunyaratglin said an infantry company and one reserve company had been stationed inside the Army Headquarters compound on Rajchadamneon Avenue to guard against violence or intrusions by demonstrators.
