Zone officials to work on despite court ruling

Education zone chiefs and their deputies in Bangkok and nearby provinces have insisted on carrying on their work despite an Administrative Court ruling revoking their appointments with retroactive effect from March last year.
Rapipan Eksupapan, director of Bangkok’s Zone 1, said the education zone executives decided to continue working to prevent further damage to the civil service and to the nation.
She said the matter had not concluded with the court ruling that the appointments were unlawful and that they had to carry on until an appeal is heard.
“I will continue to do my duty until my supervisor orders me otherwise,” said Rapipan.
As many of the chiefs received Royal decorations, she said, chaos would ensue if it were all undone with retroactive effect.
Preecha Jitsingha, director of Nakhon Ratchasima’s Zone 1, said he would work on because Education Minister Adisai Bodharamik had instructed him to do so.
Preecha said he had confidence that those in charge of the matter would be responsible and find a way to resolve the situation.
On Thursday, the court ruled that the appointments of education zone chiefs and their deputies was unlawful and ordered them revoked with retroactive effect from March 8 last year.
It said the positions did not exist in the Teacher and Education Personnel Act of 1980, and that Adisai unlawfully opened up the positions before the law was enacted to fully support the appointments.
